The latest bid is a loan deal with an obligation to make it permanent next summer

One thing you can't deny is that Barça are trying everything they can to sign Neymar this summer. After a tough week with pressure coming from senior members of the squad and one which culminated in a meeting between the key members of the Barça board, the time has come to make a second offer for the Brazilian star. Barça are proposing a loan offer with an obligation to make it permanent next summer. The final fee depends on whether it's paid in full next summer or split across two seasons.

The club must ensure that the finances are kept under control and would be willing to pay more should they be allowed to split the payments across two seasons rather than just one. The idea is that PSG will be tempted by the cash on offer and allow Barça to complete a deal for Neymar. 

Neymar's first choice remains to join Barça but the poor relationship between them and PSG is a reason to be cautious. Real Madrid are waiting for a free run at the Brazilian superstar but won't do that until Barça are officially out of the running.
