The Premier League side have proposed a loan with an option to buy, the same as Bayern, but Barça would prefer a permanent transfer

Arsenal aren't ready to give up in their bid to sign Philippe Coutinho and have presented a new offer to Barça. Whilst the Brazilian focuses on his team's upcoming Champions League semi-final, he's told Barça he doesn't want to discuss his future until after the tournament has ended. For their part, Barça need to raise funds from his sale in order to fund moves for players like Lautaro Martinez and Eric Garcia. However, this isn't the best market to get premium prices.

According to the British press, Arsenal have offered to loan Coutinho next season with an option to make the move permanent in 2021. This is the same deal Bayern currently have but Barça want cash or at least an obligation to buy clause inserted into any loan.

At the moment, that loan proposal remains on the table but a decision hasn't been made yet. Coutinho's agent, Kia Joorabchian, hasn't ruled out the midfielder staying at the Camp Nou next season if the right offer doesn't come in.
