Manchester City offer 32 million euros for Barça forward Pedro

What was just mere interest a few days ago has now led to Manchester City making a concrete offer of 32 million euros for Barcelona player Pedro Rodriguez. 

Manuel Pellegrini's side have decided to turn their attention to Pedro because they can't sign their top target at the moment, Kevin de Bruyne. Wolfsburg didn't accept an offer of 70 million euros for the Belgian international and the player himself said on Monday he will not leave Germany this season.

With all this, City have activated their 'Plan B', Pedro, and have made Barcelona an offer, negotiating directly with the club. 

If City have taken steps forward, Manchester United are expected to do the same. Ed Woodward travelled to Barcelona on Monday to try and close the deal and told the Catalan club a definitive offer will arrive on Tuesday. 

Pedro would prefer United, but Barça will not sell if the Red Devils do not meet the player's release clause, which is 30 million euros (it would be more with taxes if it's paid outright, rather than negotiating, which is why City would offer 32 million euros).
