Bernardo Silva will be one of the big names making headlines in the summer transfer window. The player has already made the decision to leave Manchester City at the end of June and his determination is clear: he wants to play in the Spanish league and will listen to Barça and Madrid, as reported by 'The Athletic'. 

Silva did not want to negotiate his departure in the January transfer window as he had no intention of leaving mid-season, but has asked City to let him leave on an agreed basis for next season.

The Portugal international had already spoken to the English club last summer about contemplating a transfer if a good enough offer came in. At that time, the club valued him at around 80 million euros -- negotiable -- and Barça had his name on the table through his agent, Jorge Mendes. Xavi wanted him but the club prioritised the arrival of Raphinha for a total of almost €70m despite Dembélé having already renewed. Barça tied the Brazilian down because of the Frenchman's indecision and no longer wanted to back down despite the overbooking of attackers.

Bernardo Silva was on standby with Barça trying to sell Frenkie de Jong to sign him, but in the end this move did not happen and the Portuguese agreed to stay at City showing his professionalism. In this January market there was speculation that after the departure of Joao Cancelo, he had also asked to leave but this was not the case. Bernardo Silva will do so in an agreed and natural way this summer -- should the opportunity arise.

Barça are fully informed of the player's decision, but admit that it is a practically impossible deal for this summer due to the limitations imposed by La Liga with the salary cap. Barça will return to the 1-4 rule, which means that major transfer operations will be forgotten about unless the regulations change radically. Barça and some other Liga clubs, absolutely suffocated by this regulation, are fighting to make the rules of the game more flexible and thus allow the Spanish top flight to remain competitive with other leagues.

Bernardo Silva's agent has already explained the situation and both Barça and Madrid are on the lookout. For Los Blancos it is not a priority, but everything will depend on how the season ends because Florentino Perez may be forced to undertake an extensive reshuffle. PSG are also interested but they know that, at the moment, the player's interest is in playing in Spain. There is the chance he doesn't end up with an offer, though, and rethinks his plan.
