After presenting the LaLiga Impulso Plan - which was today voted against by Barça, Real Madrid and Athletic Club de Bilbao - Javier Tebas has criticised Joan Laporta's management of the club and expressed his sadness at Leo Messi's departure in an address loaded with sarcasm.

"Barcelona were due to receive 275 million euros as part of this deal, but there are very intelligent people running the club, making the decisions, and this intelligence is evident from the latest decisions that they have made", he said ironically.
