For now, it seems as if it is just speculation, but 'Bleacher Report' claim that things could accelerate in the coming weeks.
Among their arguments, they say that Mata, who only has a year to run on his contract at Old Trafford, is no longer part of Jose Mourinho's plans.
Mata is a creative midfielder who could easily adapt to Barça's style of play and the report claims that he could be a replacement for Andres Iniesta.
However, with the arrival of Arthur and the number of players in the squad at the moment, it seems difficult for Mata to find a space in the Barça side.
