There have been suggestions supporters could return earlier than planned in Spain

Pending confirmation from the government and LaLiga that supporters will be able to return to stadiums in Spain, Barcelona have been working on a protocol for weeks to regulate the return of fans to Camp Nou. 

According to La Vanguardia, in the case that there is more demand than tickets, the club are planning on a lottery system to decide who gets to enter Camp Nou. The talk is that stadiums will open with a 30 percent capacity, which would mean about 30,000 for Barça. 

In the cited report, Barça sources argue that "knowing the demand from the club's members will mark the steps to follow." If the demand exceeds the tickers, a draw will decide who can attend the games. 

Spanish government approved on June 9 a document regarding the 'new normal.' In respect to the return of fans to stadiums, the health minister Salvador Illa confirmed that it will only all happen when it's possible in all of Spain's autonomous regions, although he did not rule out that being in 2019-20. 

In any case, the government will leave the decision in the hands of the Higher Sports Council (CSD), who before making a decision will consult with LaLiga, the autonomous regions and government's Ministry of Health.
